The Famous game has all to do with your rating. On Persona pages users can rate other persona's, you can not rate yourself. This is a general popularity game. The more you like someone the higher you should rate them. The more you dislike someone you should give them a lower rating. Now having a lower rating doesn't mean a bad thing, not only does the top persona become famous, but the least favored persona becomes Infamous.
